The Miss Illinois Outstanding Teen & Preteen program promotes scholastic achievement, creativity, health and community involvement. Event begins at 7 p.m. Saturday and 2 p.m. Sunday in the LRS Theatre at the Hoogland Center for the Arts, 420 S.
